Director, Human Resources –Compensation & Benefits

Job Description: 

ROLE DESCRIPTION

The Director of Human Resources – Compensation & Benefits will plan, lead, and oversee the implementation of group benefits programs such as group health, dental, vision, short-term and long-term disability, life insurance and accidental death, flexible spending plan, 401(k) plan, and Canadian pension plan, and will administer company compensation programs to include merit planning, STI/LTI, and SERP.

 

PRINCIPAL ACTIVITIES

Compensation Administration

  • Drive a high performance culture and ensure competitiveness aligned with company philosophy through the successful delivery of annual compensation and bonus distribution planning
  • Manage SSAB’s STI and LTI programs, and manage SERP program in partnership with external vendor
  • Develop a job evaluation process in consideration with market competitiveness and internal alignment that sets company standards for fair and equitable pay across all positions
  • Recommend plan design enhancements of company compensation programs to ensure competitive total rewards package
  • Oversee the annual merit review process, ensuring accurate and timely development of the plan

 

Benefit Administration

  • Manage annual healthcare renewal process in partnership with company broker and ensure offerings maintain pace with market trends while remaining cost effective
  • Investigate plan design modifications and additions, presenting recommendations to benefit committee and implementing approved changes
  • Serve as primary contact for plan vendors and third-party administrators, ensuring smooth and effective plan administration
  • Determine best plan options through effective collaboration with third-party administrators
  • Coordinate transfer of data to external contacts for services, premiums, and plan administration, investigating discrepancies and providing information in non-routine situations as necessary
  • Ensure compliance with applicable laws and regulations
  • Participate in implementation of global projects to include total compensation, mergers and acquisitions, and HIPAA, as relates to group benefit issues
  • Analyze current benefit offerings, evaluating usage, services, coverage, effectiveness, cost, plan experience, and competitive trends in benefits programs, and identify company stance
  • Survey industry trends, complete benefits surveys and review results, analyze complex benefits information, forecast trends, and assist with future benefits design
  • Develop specific research-supported recommendations for review by management

 

401(k) Administration

  • Direct efforts of 401(k) third party administrator, ensuring smooth and efficient plan operation and timely processing of quarterly statements and deposit of employee contributions
  • Monitor legal changes and work with 401(k) administrator to ensure the plan document and SPD are legally compliant and reflect plan practices and procedures
  • Coordinate and participate in quarterly 401(k) committee meetings

 

HRIS Administration

  • Maintain effective working relationship with Ceridian in the implementation and maintenance of Dayforce
  • Identify application training needs for employees and management
  • Ensure timely and accurate configuration of updates and the accuracy of data entry into the system
  • Identify appropriate application enhancements to ensure effective use company-wide
  • Ensure proper functioning of business process flows, to include carrier feeds, scheduled reports, workflow, benefit enrollment, etc.

 

Organizational Development

  • Oversee organizational training and development program to ensure relevant and engaging training opportunities for employees
  • Oversee performance management process and employee recognition program

 

Staff Management

  • Coordinate and oversee daily benefit processing by corporate HR staff
  • Oversee enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships, and compliance testing
  • Manage immigration, employee relocation, 401(k) administration, annual enrollment and the employee wellness program
  • Oversee maintenance of employee benefit files and employee payroll record updates
  • Oversee monthly billing process and preparation of vouchers for administrative fee payment for all group plans

 

Canadian Programs

  • Manage administration of the Central Pension Plan and supplemental retirement programs to include RRSP, EPSP, and DPSP
  • Manage company Canadian healthcare program and renewal process

 

Communication and Customer Service

  • Actively promote understanding and appreciation of Total Rewards program through creation and deployment of an ongoing communication strategy and informational programs for management
  • Provide customer service support and provide training and support to field HR staff
  • Serve as liaison between Americas and Group Compensation and Benefits, ensuring alignment as required and where possible in all facets of role responsibility

 

QUALIFICATIONS

Required

  • Bachelor’s degree or equivalent professional experience in a relevant field
  • Minimum 8 years of experience in compensation and benefits, to include healthcare, dental, life insurance, disability plans and income continuation, and 401(k) administration
  • Excellent analytical, organizational, and communication skills, and strong customer service orientation
  • Experience in vendor management and HRIS/electronic recordkeeping system development
  • Experience in project management and team leadership, including the ability to effectively manage multiple complex and deadline-driven projects simultaneously
  • Thorough knowledge of plan design and benefits contract language
  • Extensive knowledge of the benefits legal environment, to include knowledge of all pertinent federal and state regulations, filing, and compliance requirements (adopted and pending) affecting employee benefit programs such as ACA, ERISA, COBRA, FMLA, ADA, and Section 125
  • Thorough knowledge of workers’ compensation, Medicare, OBRA, Social Security, and DOL requirements
  • Proficiency in Microsoft Suite products and relevant industry programs

 Desirable

  • PHR, CCP, and/or CBP certification
  • CEBS professional designation
  • Previous supervisory experience
  • Previous HRIS implementation experience
